Hello 

normally my mouse wheel "ratchets" and when i turn the wheel the page scrolls down a couple of lines at a time 

All of the sudden the mouse wheel has become smooth in action and no longer scrolls

instead a symbol appears and you can drag the page to scroll. 

how do i change it back?
